If one day the world oil supply is interrupted due to conflict or natural disasters, how long will Vietnam last without a complete strategic crude oil reserve system?
In the context of the global energy market continuously fluctuating due to geopolitical conflicts, supply chain disruptions and climate risks, Petrovietnam organized a conference to study plans to build a national crude oil reserve. This is considered an important preparatory step to build a foundation to ensure long-term energy security for Vietnam, while improving the ability to respond to supply shocks.
According to the Government's orientation, Petrovietnam was assigned to comprehensively research the investment model, storage technology, construction location and operating mechanism of the national crude oil reserve system. The goal is not only to store strategic raw materials but also to create a regulatory tool when there are major market fluctuations or import disruptions.
Experts at the conference evaluated many countriesBuilt a strategic oil reserve system many years ago to minimize the impact of sharp increases in oil prices or supply disruptions. Vietnam is researching advanced models to choose solutions suitable to geological conditions, infrastructure and domestic investment capacity.
One of the notable directions is to develop a storage system associated with existing oil refineries such as BSR to take advantage of the infrastructure for receiving, storing and coordinating crude oil. This approach is expected to help reduce new investment costs, while improving operational efficiency and the ability to supply raw materials for production in emergency situations.
Besides technical infrastructure, the conference also focused on discussing perfecting the legal framework. Delegates said that it is necessary to clearly define the investment model, resource mobilization mechanism, responsibilities between management agencies and businesses as well as plans for management, circulation and exploitation of reserves so that the system can operate effectively for decades.

Compared to countries such as the United States, Japan and South Korea, where the strategic oil reserve system has become an important part of the national energy security policy, Vietnam is in the research stage to gradually form a model suitable to economic development conditions and domestic market characteristics.
Deputy General Director of Petrovietnam Le Xuan Huyen emphasized that building a national crude oil reserve has strategic significance, helping Vietnam be more proactive in the face of unpredictable fluctuations in the world energy market. At the same time, he suggested that units continue to deeply research advanced reserve models, fully evaluate technology, location, investment and management methods to choose the optimal solution for Vietnam in the new development period.
