Offshore Wind Power: Accelerating the Shift from Policy to Implementation in Vietnam

In the context of Vietnam's ambitious goal to achieve net-zero emissions by 2050, offshore wind power has emerged as a strategic imperative in ensuring national energy security. However, to realize the objectives of the adjusted Power Development Plan VIII (PDP VIII), the most critical priority today is no longer perfecting planning documents but rather removing implementation bottlenecks, boldly implementing pilot projects, and refining institutional frameworks based on practical experience.



Speaking at the "Developing Vietnam's Offshore Wind Power - Challenges and Opportunities" seminar organized by the Vietnam Oil and Gas Group (PetroVietnam), Dr. Nguyen Quoc Thap - Chairman of the Vietnam Petroleum Association - emphasized the importance of transitioning from the policy formulation phase to implementation in the offshore wind power sector.



Offshore Wind Power: A Key Element in Vietnam's Energy Strategy

Vietnam possesses tremendous offshore wind potential, estimated at approximately 475 GW, while the country's electricity demand by 2030 is only about 130 GW and by 2050 approximately 300-350 GW. This creates a significant opportunity for Vietnam to become one of the region's renewable energy hubs.



Offshore wind power not only helps reduce CO2 emissions but also contributes to energy supply diversification, reduced dependence on imported fossil fuels, and enhanced national energy security.



Challenges in Developing Offshore Wind Power

Despite its vast potential, the development of offshore wind power in Vietnam faces numerous challenges:



  • Incomplete legal framework: Many regulations regarding bidding, electricity pricing, and risk-sharing remain unclear or unsuitable for the specific characteristics of offshore wind power.
  • Lack of attractive financial mechanisms: Investment in offshore wind requires substantial capital and carries high risks, but risk-sharing and financial support mechanisms remain insufficient.
  • Infrastructure limitations: The transmission system from offshore areas to the national grid remains underdeveloped.
  • Technological and human resource constraints: Vietnam still heavily depends on foreign technology and experts.
  • Environmental impact: Thorough research is needed on the effects on marine ecosystems.

Solutions and Development Directions

To promote offshore wind power development, Dr. Nguyen Quoc Thap proposed several key solutions:



  1. Shift focus from policy development to implementation: Concentrate on implementing pilot projects to gain practical experience and lessons learned.
  2. Establish a flexible legal framework: Develop specific mechanisms for offshore wind power, including electricity pricing, risk-sharing, and financial support.
  3. Strengthen international cooperation: Attract advanced technology and management experience from countries with successful offshore wind development.
  4. Develop high-quality human resources: Invest in training domestic experts in offshore wind power technology.
  5. Improve transmission infrastructure: Construct high-voltage transmission lines from offshore areas to the national grid.

Pilot Projects: A Crucial Stepping Stone

Vietnam needs to boldly implement offshore wind power pilot projects to extract practical experience. These projects will help:



  • Accurately measure the potential and economic effectiveness of offshore wind power
  • Test new technologies and management mechanisms
  • Build domestic capacity in design, construction, and operation
  • Attract investment in this sector

Vision for 2050

According to the adjusted PDP VIII, offshore wind power is expected to contribute approximately 7-10% of Vietnam's total electricity output by 2030 and about 20-25% by 2050. To achieve these targets, Vietnam needs to:



  • Develop approximately 7-10 GW of offshore wind power by 2030
  • Develop approximately 50-60 GW of offshore wind power by 2050
  • Build a modern transmission grid to connect offshore wind power plants
  • Develop energy storage technologies to address the intermittency of renewable energy

Offshore wind power is not merely a solution to reduce emissions but also an opportunity for Vietnam to develop sustainably and become an energy powerhouse in the region. To realize this potential, Vietnam must strongly shift from policy development to implementation, focusing on removing bottlenecks and implementing pilot projects. Only then can Vietnam fully leverage its offshore wind potential to ensure energy security and fulfill its net-zero emissions commitment by 2050.
