For Vietnam - a country with great economic openness and aiming for industrialization and modernization by 2045 - building a strategic energy reserve system is not only a way to cope with crises but also a tool to stabilize the macroeconomy.

1. "Energy Shield" Is Solid In The Face Of Global Change
As world oil prices escalate and logistics costs skyrocket due to the risk of supply disruptions from the Middle East, countries dependent on imported energy are under immense pressure. However, Vietnam's domestic market still maintains significant stability thanks to Petrovietnam's flexible and drastic management across the entire value chain from upstream to downstream.
This initiative is clearly demonstrated through solutions to diversify supply sources, increase production speed and be willing to suffer disadvantages in the short term to ensure the ultimate goal: Do not disrupt the national energy supply.

2. Enhancing National Reserve Capacity: From "Spare Warehouse" to "Macro Tool"
Just ensuring immediate supply is not enough. Economic experts emphasize that an energy-secure country must possess a reserve system that is large enough, flexible and capable of being activated immediately.
According to the orientation of the National Reserve Law 2025 and direction from the Politburo, the national reserve will be upgraded from a simple "reserve warehouse" concept into a sharp macroeconomic regulation tool. The goal is to expand reserves to key commodities such as oil, gas, coal and high-tech materials.
Petrovietnam, with the advantage of being a rare enterprise participating in the entire energy value chain (exploitation, import, processing, storage, distribution), has been assigned by the Government to preside over the construction of these strategic infrastructures. The most typical is the project National crude oil reserve in Nghi Son Economic Zone (Thanh Hoa) is being urgently implemented.

Bài toán an ninh năng lượng trong thế kỷ 21 không chỉ dừng lại ở việc tích trữ bao nhiêu thùng dầu, mà còn nằm ở năng lực khoa học công nghệ nội sinh. Khả năng tự chủ kỹ thuật, làm chủ công nghệ chuyển đổi năng lượng sẽ quyết định mức độ độc lập của Việt Nam trên trường quốc tế.
Petrovietnam đang từng bước chuyển mình mạnh mẽ từ một tập đoàn dầu khí truyền thống sang mô hình tập đoàn công nghiệp - năng lượng tích hợp.
