If Petrovietnam successfully cooperates with one of the world's largest energy trading groups, can Vietnam become the new energy transit center of Southeast Asia in the next decade?
May 2026 marked a notable turning point when Petrovietnam and Vitol Asia Pte. Ltd. officially signed a Memorandum of Understanding on cooperation in the field of energy and related fields in Singapore. This is not only a normal commercial agreement but also reflects Petrovietnam's strategy to expand its influence in the international market in the context of a rapidly fluctuating global energy supply chain.
Immediately after that, on May 29, 2026, PVNDB under Petrovietnam continued to sign the first crude oil purchase contract with Vitol to supply to Nghi Son Refinery and Petrochemical Plant, expected delivery in early July 2026. This is considered the first practical implementation step after the Memorandum of Understanding between the two sides.

WHY VITOL IS ESPECIALLY IMPORTANT
Vitol is no ordinary energy business.
It is one of the world's largest independent energy traders with a network of operations in more than 40 countries, trading millions of barrels of oil per day along with LNG, LPG, electricity, chemicals and many other energy commodities.
VITOL'S GLOBAL SCALE

The volume of oil traded per day is over 7 million barrels
WHAT IS PETROVIETNAM TAKING AT?
For many years, Petrovietnam has mainly focused on domestic exploitation, processing and distribution.
However, the modern energy market is no longer just a story of oil and gas exploitation.
Large energy businesses must be deeply involved in:
✅ International transactions
✅ Supply chain management
✅ Energy logistics
✅ LNG
✅ Crude oil
✅ Biofuel
✅ Electrification
✅ Carbon market
According to the cooperation content, Vitol will support Petrovietnam in accessing international trading experience, global energy supply and new business models. This helps Petrovietnam increase access to international markets and expand cross-border energy trade activities.
IN THE MIDDLE OF THE GLOBAL ENERGY CRISIS, THIS IS A STRATEGIC PLAY
In recent years, the energy market has been continuously affected by:
• Geopolitical conflict
• Oil price fluctuations
• Disruption of shipping
• Transition to green energy
• LNG competitionglobal
In that context, diversifying crude oil sources and energy supplies becomes a vital task.
Petrovietnam currently operates a large-scale energy ecosystem including:
Role Field
Oil and gas exploitation Raw material sources
Dung Quat Refinery and Petrochemical Processing
Nghi Son Processing
PV GAS LNG and gas
PV Power Electricity
PVOIL Fuel distribution
Connecting with Vitol helps this entire value chain have a more stable source of international raw materials.
POTENTIAL ECONOMIC VALUE
Diversify crude oil sources
Reduce the risk of depending on some markets
Increase the competitiveness of Nghi Son and Dung Quat
Expand international trade activities
Learn the global supply chain management model
Support the goal of ensuring national energy security
LOOK BEYOND A CRUDE OIL CONTRACT
Many experts believe that the most important thing is not the first shipment of crude oil.
It is worth noting that Petrovietnam is gradually transforming from the role of an exploitation and production enterprise to an integrated energy enterprise capable of deeply participating in the global market.
If the cooperation process with Vitol develops smoothly, Vietnam has the opportunity to enhance its position in the international energy trade network, while creating an additional layer of protection for national energy security against future geopolitical shocks.
EXPECTED IMPACT
Factor Impact level
Energy security Very high
Supply diversity Very high
High international trade capacity
Attracting global partners High
Management capacity chHigh supply stretch
High market shock resistance
The event that Petrovietnam and Vitol signed a cooperation agreement shows that Vietnam's energy industry is entering a new phase, where trading capacity, logistics and global connectivity can be as important as owning oil and gas fields. In the 21st century energy game, whoever controls the flow of trade will hold a long-term competitive advantage over what lies underground.
