If international green capital flows strongly into Vietnam in the next 5 years, can Petrovietnam become the leading green energy corporation in Southeast Asia?
On June 1, 2026 in Manila, Philippines, Petrovietnam General Director Le Manh Cuong had a working session with leaders of the Asian Development Bank ADB to promote cooperation on green finance, LNG development, renewable energy and emission reduction solutions. This is considered a strategic step in the context that Vietnam is accelerating the implementation of its Net Zero commitment by 2050 and building a low carbon economy.
More than just a regular diplomatic meeting, this event reflects the new trend of the global energy industry when traditional oil and gas corporations are transforming into integrated energy corporations.
Meaning of agreement
Petrovietnam and ADB focus on key areas
Target Area
Green finance Mobilizing international capital for clean energy projects
LNG Ensures stable power supply during the transition period
Renewable energy Offshore wind power, solar power
Emission reduction Low carbon technology and CO₂ storage
Enhance training and technology transfer capacity
ADB has for many years been one of the major financial institutions supporting Vietnam in clean energy, LNG, and electricity programs.renewables and a just energy transition.
Why is green finance important?
One of the biggest barriers to the energy transition is capital investment.
Offshore wind power, green hydrogen or energy storage projects all require huge capital.
Example illustrating investment scale
Large-scale offshore wind power
≈ 50,000 billion VND to more than 100,000 billion VND
Modern imported LNG warehouse
≈ 10,000 billion VND to 30,000 billion VND
Large capacity LNG gas power plant
≈ 20,000 billion VND to 50,000 billion VND
In that context, accessing international green capital through ADB can help reduce financial costs and speed up the implementation of strategic projects.
How Petrovietnam is changing
Different from the previous image of a traditional oil and gas corporation, Petrovietnam has now participated in many new fields
Offshore wind power
Green Hydrogen
Green Ammonia
CCUS carbon capture and storage
LNG chain from import to power generation
ESG projects and sustainable development
The Group is also cooperating with many international organizations such as ADB, World Bank, GIZ and JICA to build a long-term energy transition roadmap.
Comparing positions in the energy transition race
Enterprise Outstanding Direction
Petrovietnam LNG, offshore wind power, hydrogen, CCUS
Petrolimex Clean fuel, SAF, electric vehicle charging infrastructure
Petronas Malaysia Green Hydrogen and Large-Scale Renewable Energy
PTT Thailand Clean electricity and low carbon technology
Petrovietnam has a great advantage thanks to its ownership of a complete energy value chainfrom mining, gas, electricity, processing to industrial infrastructure.
What will happen in the next 10 years?
Experts say that LNG will play a transitional energy role, while offshore wind power and green hydrogen will become new growth engines.
If it successfully attracts international capital and deploys it on the right roadmap, Vietnam can form a green energy ecosystem worth hundreds of trillions of VND, create tens of thousands of high-quality jobs and improve national competitiveness.
The memorandum of understanding to extend cooperation between Petrovietnam and ADB therefore not only has financial significance but is also a signal that Vietnam wants to become a new clean energy center of the Asia-Pacific region.
