Ukraine and United States Sign Breakthrough Defense Cooperation Agreement on Drone Technology

In a significant development in international defense relations, Ukraine and the United States have formally signed a bilateral Statement of Intent, marking a crucial advancement in defense cooperation between the two nations. According to sources familiar with the agreement, Ukrainian unmanned aerial vehicles (UAVs) will be exported to the United States for military testing and evaluation purposes.

"The agreement has been finalized," a official confirmed to RFE/RL, while another source verified that the document had been "signed by both parties."

Establishing a New Framework for Cooperation

The bilateral Statement of Intent establishes a framework for future cooperation in the UAV sector and represents the first agreement of its kind between the two countries. This breakthrough follows months of negotiations aimed at enhancing defense industrial cooperation, as the Pentagon seeks rapid access to innovations developed on the Ukrainian battlefield over more than four years of full-scale war with Russia.

The agreement is expected to create an official pathway for exporting Ukrainian land, air, and sea-based UAVs to the United States for military testing and evaluation, potentially helping to shape future Pentagon procurement requirements.

Initial Step Toward Broader Cooperation

Although the Statement of Intent is not a production contract, it is considered the concrete first step toward deeper cooperation that could eventually include joint production of Ukrainian-designed UAVs on American soil. This agreement comes as the Pentagon accelerates its efforts to strengthen its unmanned capabilities under the emerging "Exclusive UAV" initiative.

A Significant Leap Forward

This initiative follows more than four years of rapid innovation during wartime, which has transformed Ukraine into one of the world's leading developers of low-cost, battle-tested combat drone systems, including interceptor drones, electronic warfare platforms, and maritime attack UAVs.

Analysts suggest this agreement could significantly expand defense industrial relations between the two nations. "This is a big leap forward for American defense," said Dan Rice, president of the American University in Kyiv and former special advisor to the Commander-in-Chief of the Armed Forces of Ukraine. "I've been saying for five years that the United States needs to change its culture to learn from Ukraine. This is the first step."

Ukrainian Drone Technology Emerges as Valuable Export

"Ukrainian drone technology has become one of the country's most valuable military export products," said Daniel Balson, director of advocacy at the non-profit organization Razom for Ukraine. "Ukrainian drones are among the best in the world. They have been battle-tested, proven effective, and are the product of the most innovative minds in modern warfare."

Expanding Defense Industrial Cooperation

The signing of the Statement of Intent comes as defense industrial cooperation between the United States and Ukraine continues to develop. On July 21, the Embassy of Ukraine in Washington announced the signing of a Memorandum of Understanding between Ukrainian automation system developer UFORCE and American shipbuilder ReconCraft.

This agreement will bring the proven MAGURA maritime drone family to the United States while expanding cooperation on land, sea, and air-based unmanned systems. Ukrainian Ambassador to the United States, Olha Stefanishyna, expressed confidence that the agreement would "encourage other companies to follow suit and strengthen defense industrial cooperation between the United States and Ukraine."

Advancing UAV Technology Capabilities

US forces used unmanned surface vessels in combat for the first time earlier this month in attacks on Iranian naval targets. Under the agreement, Oregon-based ReconCraft will collaborate with UFORCE to produce the 24-foot MAGURA drones in the United States, with production volumes expected to reach hundreds—and eventually thousands—of vessels for US Navy procurement.

"Sean Plankey, CEO of UFORCE's US operations, described the project as a model combining Ukraine's combat experience with American industrial capabilities, which will "help ensure these proven autonomous capabilities become available to the United States."

For Washington, the agreement provides access to low-cost UAV technologies rapidly developed under high-intensity combat conditions, as the Pentagon seeks scalable unmanned capabilities amid growing concerns about threats from Russia, China, and Iran.

For Ukraine, this represents another step in integrating its defense industry into Western procurement and production networks, opening new opportunities for Ukrainian manufacturers to participate in long-term allied supply chains.
