If Vietnam can truly produce its own high-speed steel rails, will this be a turning point that will force Southeast Asia's heavy industry to look at Vietnam in a different light?
Hoa Phat is accelerating the super steel rail and special steel project in Dung Quat with the goal of commercial operation from the first quarter of 2027. This is the first time Vietnam has come close to being self-sufficient in core materials for high-speed railways, metros and major national infrastructure projects.
What surprises investors is the production scale of up to 200,000 tons of steel rails per year and about 500,000 tons of shaped steel and angle steel. This is no longer a normal steel factory but a strategic link for Vietnam's deep industrialization ambitions
NOTABLE NUMBERS
Category Size
Steel rail capacity 200,000 tons/year
Section steel and angle steel 500,000 tons/year
Location Dung Quat - Quang Ngai
Test run is expected in the third quarter of 2026
Commercial operation in the first quarter of 2027
Supervisory unit SMS Group Germany
Why is this project extremely important?
Previously, steel rails for metro and high-speed railways had to be imported from China, Japan or Europe at a huge cost in USD. This makes infrastructure projects strongly dependent on exchange rate fluctuations, logistics and international politics.
If production is successful domestically, Vietnam will have a huge advantage
✔ Proactively progress metro and railway lineshigh speed
✔ Reduce imports of special steel
✔ Forming a large-scale supporting industrial chain
✔ Increase export ability to ASEAN
✔ Attract more international mechanical and heavy industry businesses
COMPARISON WITH COUNTRIES IN THE REGION
The country produces its own high-speed rail steel
China Yes
Japan Yes
Korea Yes
India Yes
Vietnam is preparing
Thailand Not yet strong
Indonesia Depends on imports
The most controversial thing today is whether the demand for Vietnam's high-speed railway is large enough to absorb all this huge capacity.
Some experts believe that this is a huge "industrial gamble" because the investment cost for high-speed rail steel is very high, requires extremely strict metallurgical standards and long payback period.
However, the optimists believe that if the high-speed North-South line is deployed simultaneously, plus Hanoi metro, Ho Chi Minh City metro and expanded ASEAN infrastructure, Hoa Phat has the opportunity to become the largest rail steel supply center in Southeast Asia.

Baowu Steel China
Nippon Steel Japan
POSCO Korea
ArcelorMittal Luxembourg
EVRAZ Russia
Although it cannot compare in scale to Baowu Steel or Nippon Steel, Vietnam's entry into the high-speed rail steel playground is a signal that the international industry has begun to pay close attention to Dung Quat and Vietnam's metallurgical industry.
One kilometer of high-speed railway can consume steel rails worth tens of billions of VND. If thousands of kilometers of future infrastructure use domestic steel, it will have an impactIndustrial GDP will be extremely large.
From a technology importing country, Vietnam is gradually wanting to enter the strategic materials autonomy group. The big question now is whether this will be the "Samsung of Vietnam's steel industry" or a multi-year capital burning race.
